Dubuque County sheriff defends decision to not sign ICE agreement
Dubuque County Sheriff Joe Kennedy explained to the Board of Supervisors this morning his decision to not sign an agreement with U.S. Immigration & Customs Enforcement to do immigration enforcement work locally.
